Roteiro Review, the shipped pre-award module of FogoTech Roteiro, is a review engine for acquisition documents. Every finding it reports is bound to the exact text that produced it — the SHA-256 of the extracted document text and the character offsets of the triggering sentence. Nothing is asserted without a quotation.

What it is

Pre-award review, with evidence a contracting file can hold.

Defects in solicitation documents are usually found by vendors, after release, at the cost of an amendment, a lost competition, or a protest. Roteiro Review examines the document before it goes out: contact addresses that differ by a confusable character, missing or conflicting deadlines, binding requirements no vendor can prove they met, preconditions no new entrant can cure, and FAR-cited clause advisories. Each finding names its rule, quotes the text that triggered it, and cites where that text sits in the hashed source.

Deterministic decision path · readable code

22 rules, each one readable, versioned, and individually testable. The decision path makes zero model calls and zero network calls: no inference, no telemetry, no database — the engine reads a document and writes a report. The same build over the same bytes returns the same findings, so a review performed today can be reproduced verbatim later.

Evidence on every finding · SHA-256 + offsets

No assertion leaves the engine without a rule identifier, the SHA-256 of the extracted document text, and the start and end character offsets of the triggering text. A reviewer checks a finding by opening the document at that offset — trusting nothing.

Calibrated in public · counts, not scores

Rule behavior is measured across 108 public federal documents, and the per-rule firing rates are part of the product — including seven rules that have not yet correctly fired on a real document, which we publish rather than claim. Of the 35 regression fixtures, 15 exist specifically to suppress mistakes the engine once made on real documents.

Runs inside your boundary · containerized

Ships as a container that runs unprivileged with no writable state, entirely inside the customer's own environment. Nothing leaves the machine it runs on. Deployment is a data load, not an integration project — it needs no customer data to be useful on day one.

Gates a publish step · exit codes

A blocking finding sets the exit code, so a review can gate the release of a document in an automated workflow. Reports are written as Markdown or JSON — artifacts a contracting file can hold.

Rules born from real documents · documented origin

Rules are written from defects found in live, publicly posted federal solicitations — not from a style guide. The rule set grows by evidence, and the false-positive history is version-controlled alongside the rules.

What it does not do.

No OCR. The engine reads machine-readable text. A scanned PDF with no text layer is rejected loudly — with its own exit code — rather than reviewed badly.

A clean report is not a certification. It means none of the 22 rules fired, nothing more — and the report says so in its own output. The engine finds the defect classes it was written for, and no others.

The clause pack is advisory. Clause findings carry their FAR citation and a verification URL so a contracting officer can confirm or overrule them quickly. They are not legal advice, and they do not replace contracting-officer or counsel review.

It does not judge the requirement. Whether the agency should want a thing is not its business; whether the document says so unambiguously is.
